Function getAllThemes

Gets a list of all available themes a user can choose from. System specific themes that do not match the current system will be excluded. Module specific themes whos modules are not installed and enabled will be excluded.

Returns

A object where the properties represent theme IDs and the values are the localized strings of the theme name.
